Overall supervision of all building and development programs (drainage, sewage, transport).
Monitoring the execution of master plans and detailed plans under Council jurisdiction.
Providing services to residents on matters related to construction planning information.
Basic definitions:
A Master Plan is a plan designating the permitted uses of land and areas for future development.
A Local Outline Plan / Detailed Plan derives from the master plan and is used for detailed planning of an area according to the guidelines of the master plan. A detailed plan provides building rights to projects ranging from an area of plots for building and public uses, to road systems and other infrastructure.

The Council believes in comprehensive planning and actively develops plans for construction areas deriving from the general plan.
In this way, building areas may be developed for residential neighborhoods. Each area is subjected to detailed planning, including construction planning, followed by construction permits, and planning information and changes arising as a result of the detailed planning are entered onto the general plan.
By reviewing the planning of specific areas together with the overall plan, we can control the planning of the entire urban complex and apply changes accordingly.
A planning unit is the size of about 500 residential units, with public areas and neighborhood leisure centers as well as a nursery, according to the size of the population and neighborhood needs.
In this way, a residential neighborhood is constructed and entirely completed without the whole community becoming one big construction site over a lengthy period.
The council engineer is in charge of ensuring that the urban planning principles are followed, and is responsible for the physical development of the community and for the advance of infrastructure planning inside Ganey Tikva as well as in cooperation with neighboring communities.
